Fixes #987

Summary

This PR simply fixes the ocassionality misuse of "create-new-feature.sh" because of no obvious example provided in the "specify.md".

Test

  • Generated a local release pacakge to confirm the prompt will be correctly propagated
  • Tested with my local speckit project before and after this change to make sure no more create-new-feature.sh calling failures
